Welcome to Border City, the city built on dreams. 20 years ago, a city was established and walled off from the outside world by the remnants of the Zodiac, a superhero league that disbanded around the same time under dubious circumstances. Today, Border City is a fugue state where everything from food to policemen is artificially produced for its inhabitants — even its light. But Robert J. McGee wants to change all that. A former member of the team that founded Border City, now the mayor, he has devised a plan to revolutionize his citizens’ lives: Sunrise.
